Steps to Reproduce
------------------
- Distributed cloud has a config_management procedure to bring up the subcloud management network to establish connectivity between the subcloud and the system controller
- This procedure was attempted using the CIDR value under the MGMT field in the generated subcloudX.config
- The CIDR was rejected with a message 'cannot use network address' or similar wording
- Workaround is to provision management manually
- Here is what is in the subcloudX.config:
