hw:wrs:pci_numa_affinity sometimes missing from WRS Flavor options pull down menu.
It can still be set using the custom box in the Update Flavor Metadata panel in Horizon.
It can also be set from CLI, ex:
nova flavor-key 3600e5e9-bbd0-4986-9c1d-e29eb678b8d4 set hw:wrs:pci_numa_affinity=prefer

Steps to Reproduce
------------------
Got to Horizon Flavors page
Choose a flavor and under actions click on update metadata
Scroll down to WRS Flavor options and expand that pulldown list
On some labs the PCI Numa Affinity option is missing.

Expected Behavior
------------------
User should be able to see the pci_numa_affinity option under the WRS Flavor Options in Horizon

Actual Behavior
----------------
pci_numa_affinity is not always shown in the pulldown list.

Reproducibility
---------------
100% reproducible on some labs. (Likely due to the pulldown list not being populated properly at config time.)

From Frank Miller, the hw:wrs:pci_numa_affinity can be set in Horizon via the Custom box in the Update Flavor Metadata panel.
Issue is that in the "WRS Flavor Options" pull down menu the PCI NUMA Affinity option is sometimes not listed.

Marking as Low priority with no specific target release. Fix is left to the discretion of the gui team

As part of the overall patch elimination strategy, a decision was made to deprecate this capability. Now that StarlingX is based on OpenStack master branch, this option will no longer be available. Marking this LP as invalid.
