Horizon exception reported when selecting pci alias on the device usage page

'Error unable to retrieve device usage' reported in horizon when selecting the PCI address hyperlink under the device usage tab.

Steps to Reproduce
------------------
1. Select Host Inventory -> Device Usage -> click on a device name under the PCI Address heading
2. 'Error: Unable to retrieve device usage for 0443' is returned in horizon
3. horizon.log reports the following:
