Major: Duplex System can add computes by cli but not from Horizon
Steps to Reproduce
------------------
1.- Go to Horizon and log in
Admin > Platform > Hots Inventory > Add Host
2.- Click +Add Host
Not able to change personality to add a new compute
Expected Behavior
------------------
After click to add a new Host, It should not be restricted to to add a new compute and should allow to add until 4 computes
Actual Behavior

Virtual Duplex Environment setup cannot add Computes by Horizon
