Steps to Reproduce
------------------
1. As tenant user, open instance dialog and provide an instance name
2. Select respective source and flavor
3. From the Launch Instance dialog 'Network' page, select the network(s) desired.
4. Attempt to select the VIF Model desired from the Launch Instance dialog 'Network' page.

Expected Behavior
------------------
VIF Model drop down list should still be in the Network page of the Launch instance dialog but appears to be missing.

Actual Behavior
----------------
VIF Model drop down list appears to be missing so the user is unable to choose the desire VIF Model when they launch an instance from Horizon

Targeting stx.2018.10 as this is a common use-case from the gui

After talking with Eddie and Joseph, I've confirmed this feature is no longer supported now that we're using OVS and was removed purposefully from horizon. As such I'll close this bug as invalid
