Steps to Reproduce
------------------
1. Log into Horizon as admin on System Controller
2. Select the Region eg. RegionOne
3. Select Platform - Host Inventory.
4. Select Host to view details.
5. Look for Create Profile buttons for CPU, Memory, Storage and Interfaces

Expected Behavior
------------------
Expect Create Memory Profile button on the Host Detail 'Memory' page

Actual Behavior
----------------
Create Memory Profile button is missing in step 5 (on the Host Detail 'Memory' tab)

Targeting stx.2019.03 as this is not a typical user operation (mostly used for large scale systems to duplicate configs across many compute nodes)

    Horizon: Create Memory Profile button is missing in Platform Host Details

    There is an issue where mem profiles can be created for non-compute
    controllers by the cli but not via the gui. I have removed this
    restriction
