In Distributed Cloud, RegionOne doesn't have compute server (nova) endpoint.
But dcorch still tries to find one and generate an ERROR message in
dcorch.log.

- Deploy a Distributed Cloud system.
- Check dcorch.log and there are ERROR:

dcorch shouldn't look for compute service endpoint in RegionOne.

There is no end user impact for this bug. Low priority. No targeted for any release.

There are significant changes required to support Distributed Cloud in stx due to the containerized environment. Based on discussion with the Distributed Cloud PL, Dariush Eslimi, we agreed to close old Distributed Cloud bugs as Won't Fix. A full test cycle will be needed to verify the new implementation and new bugs can be opened for the issues reported then.
