stx-gui (plugin) failing to display sysinv/alarms and distributed cloud information

Brief Description
-----------------
In a Distributed Cloud install Horizon (plugin version) fails to display sysinv/alarms and distributed cloud information.

There errors are seen in the panel
Error: Unable to retrieve the subclouds.
Error: Unable to retrieve the System Controller's system.
Error: Unable to retrieve the System Controller's alarm summary.

And these logs are seen in horizon.log

Note that in an STX build with no stx-gui plugin split, the Cloud Overview panel displays the data properly.

Steps to Reproduce
------------------
- Install a Distributed Cloud system with the stx-gui plugin
- In Horizon go to the System Controller region
- go to the Distributed Cloud Admin / Cloud Overview panel
- sysinv and subcloud data is not displayed

Expected Behavior
------------------
Data should be displayed

Actual Behavior
----------------
No data is displayed

    -Added an import of the rest services to the dashboard
