Statistics for tc-approved-release doesn't work

Bug Description

I happened to check the statistics for tc-approved-release, but unfortunately it there was not statistics generated. I tried with chrome and IE but neither worked.

This is likely because the TC recently changed the name of that tag from 'tc-approved-release' to 'tc:approved-release':

    Correct tag name for tc:approved-release

    The OpenStack Technical Committee recently changed the name of the
    'tc-approved-release' tag to 'tc:approved-release'.[1] This patch
    modifies stackalytics to account for the new name.
