openstack-health and stackviz not treated as openstack projects

Bug Description

The openstack-health project is part of the QA project team:

http://governance.openstack.org/reference/projects/quality-assurance.html

However, when looking at the project on stackalytics:

http://stackalytics.com/?project_type=openstack-others&module=openstack-health

it is part of the openstack-others group

The same is going on with stackvize:

http://stackalytics.com/?project_type=openstack-others&module=stackviz

This should be corrected and treated as the other projects in QA

With the fix to https://bugs.launchpad.net/stackalytics/+bug/1497403 Stackalytics started to track history of changes in projects.yaml file. Releases are configured by tags in governance project Liberty -- sept-2015-elections, Kilo -- april-2015-elections. Official projects for older releases are taken from programs.yaml tagged by sept-2014-elections. Mitaka release is represented by HEAD state of projects.yaml.

Both openstack-health and stackviz were added into projects.yaml after tag "sept-2015-elections" (merged 22 and 15 Sep respectively, while tag added on 10 Sep), so they will appear as official starting Mitaka release.
