Crediting reviews with 0

We have been encouraging the operator community to give feedback on specs using the 0 rating rather than -1 when there are some additional points to consider. This makes it clear that there is not a fundamental problem but a need for further clarity / scope to be defined.

Currently, Stackalytics does not consider a 0 review as being a review (only -2, -1, +1, +2).

I would propose an enhancement where a review of 0 is also considered as a contribution in the stackalytics displays.

The zeros seem to get calculated [1] but not displayed [2].
