Grouping used in stackalytics is inaccurate/incorrect

Bug Description

The project grouping is inaccurate/incorrect for stackalytics. During the Havana cycle things were reorganized into programs. See:

So the groups on stackalytics should reflect this structure. So for the Havana cycle there should be a top group openstack programs which includes the following program groups:

Compute (Nova)
Object Storage (Swift)
Image Service (Glance)
Identity (Keystone)
Dashboard (Horizon)
Networking (Neutron)
Block Storage (Cinder)
Metering/Monitoring (Ceilometer)
Orchestration (Heat)
Quality Assurance (QA) (which is just tempest and grenade)
Deployment (TripleO)
Devstack (DevStack)
Release cycle management

and then under incubation:
Database Service (Trove)
Bare metal (Ironic)

Then for Icehouse the list remains the same except that Trove moves out of incubation as an integrated program and that both:

Queue service (Marconi)
Data processing (Savanna)

are added for incubation.

The grouping is changed accoriding to list of official programs located in openstack/governance repo (see for details).
The grouping reflects only current state and don't preserve history changes (i.e. Savanna is incubated only in Icehouse release, but is shown as incubated in Havana too)
