One user in a list without a key will prevent other users from importing

Bug Description
When importing a list of users in a space separated list, if one user in that list does not have a key or produces an error, later users in the same list will not be imported.
In the command example below, if user2 deletes their GitHub SSH keys, The keys for user3 will not be imported.
ssh-import-id-gh user1 user2 user3
This creates issues for automation. The work around is to create a loop outside of ssh-import-id, and separately call the tool for each user.
