This has ultimately taken the form of group subscriptions to sets/tags and is now complete, aside from visual tweaks and such. Closing bug.

Not really done. The current implementation doesn't allow groups to 'own' tags which (I think) this bug refers to. Am looking into implementing this using different vocabularies (alongside user 'custom sets').
