Bug Description
If a user is deleted any groups they own should be: reclaimable (given a new owner by an admin), or; automatically assigned a new owner (perhaps a pre-designated 'orphaned groups' owner uid and a form to reclaim), or; don't allow users to be deleted until they own no groups (the not-so-good solution).
