Bug Description
Using (LP: #123456) in a PPA upload results in it closing the Ubuntu bug. This is wrong, as I might upload a proposed fix to my PPA, which I'd upload to Ubuntu later after some testing.

The fix for this is quite important, as I'm working on a tool to
- upload packages to PPA
- follow up on a bug report that a fix is available
- set the right status,
- subscribe the right people
- etc.
which will integrate PPA with Malone and our http://
Bug 137528 has an example of this.
