As part of GET on an app (GET /v1/apps or GET /v1/apps/<app-id>), we need to display scaling related information for an app. Specifically, we should at least show the target number of instances requested to be deployed as part of the 'app scale' command.

    Updating app domain model to contain scale_config

    Updating the app domain model object with a field to
    contain the scale_config information. This can be used
    in the cli to display the target number of instances
    that may have been requested using 'app scale' command.

This issue was fixed in the openstack/solum 4.1.0 release.
