git review error in solum-dashboard

Bug Description

I typed command "git review -s" in solum-dashboard repository (https://git.openstack.org/openstack/solum-dashboard).

But, follwing the errors are occurred.

$ git review -s
Problems encountered installing commit-msg hook
The following command failed with exit code 104
    "GET https://git.openstack.org/tools/hooks/commit-msg"

This seems like a git setup issue on your end. I have been able to push a patch to the solum-dashboard repo.
