solum lp list fails with following error when there is any LP created with some metadata.

vagrant@devstack:~/devstack$ solum lp list
ERROR: Invalid input for field/attribute tags. Value: '{"a": "b"}'. Wrong type. Expected '[<type 'unicode'>]', got '<type 'unicode'>'
vagrant@devstack:~/devstack$

The lp create command that I used was:

solum lp create python_devd2 https://github.com/rackspace-solum-samples/solum-languagepack-python.git --lp_metadata metadata

The contents of the metadata file was as follows:

}
