Modify LP download strategy for custom LPs stored in Swift

-We need to download custom LPs using the swift client as temp urls are not secure.

Basically, we should not create temp urls for custom LPs with access only to a tenant.
1) temp urls are public
2) temp urls are only valid for a short period of time. This causes an issue when the temp url expires.

    - Fixed a bug where searching for an LP, does not include
      operator LPs.
