Allow for integration with alternate SCM systems

Bug Description

Solum is currently integrated to work with Git and GitHub. We anticipate that support for other popular SCM systems, such as SVN or Mercurial will be desired by enterprise users. This feature involves wrapping an abstraction layer around our use of Git, and allows for the integration of other SCM systems. This feature should be paired with code to allow the use of SVN as the first alternate SCM to be supported.

The Solum build process currently uses "git clone" which will need to be adjusted.
