Create language pack example file

We need language pack example file which can be used as reference. So add one

Yeah, also some docs to explain the use case and how to go about doing it (referencing the example).

We now have two example plan files -- ex1.yaml and ghost.yaml. So is this still valid, or can this be closed?

We will be using Docker to handle language packs and there is adequate documentation for this already.
