I am unable to Turn On Recommendations in the Ubuntu Software Center, I have attached an animated gif which is a screencast which shows what happens.

Thank you for your bug report, do you get any error on the command line when trying to toggle the option, if you start if from there?

could you install ubuntu-sso-login-qt and see if it makes a difference?

APT says that it is unable to locate the package "ubuntu-sso-login-qt".

Installing that package solved the problem. I don't see why it wouldn't have been installed by default with the Ubuntu Software Center, I guess that that's what needs fixing.
