Bug Description
I just deployed to the vps (to test a production deploy), and the output has 8 IntegrityErrors while trying to load the department name fixture.
This should be easily fixable - we could update the fixture so that the ids match the production database and then move it to a non-auto-loaded fixture, and instead load it *once* via a migration.
