Break Dependancy on Launchpad staging

Bug Description
Currently we use Launchpad staging for testing RNR, SCA and possibly others. On Thursday 17th LP staging went down for a db upgrade that failed or they need to re-try, this means they are waiting till after the weekend re-import of the db from production in order to try again.
That means I've been unable to complete Staging Testing for SCA and anything else that might plug into Staging LP.
It would be better in the long run if we didn't have to depend on using Staging LP incase this kind of thing happens again.

Possibly have a mock Launchpad API we can use for testing just these bits?
