When installed package upgraded and iron changed, the icon in webdm didn't changed

Bug Description

Expect result: The icon shown in webdm should change accordingly when system installed snap package get updated.
Actual result: The icon shown in webdm didn't updated.

webdm, upon package installation uses the icon the store sets by design. I guess the uploaded package wasn't parsed by the store and refreshing the icon it offers.

Updates to store metadata such as icons are via the store web ui at myapps.developer.ubuntu.com, so updating the webdm icon there should work.

The first upload of a package sets icons and other metadata as part of the process of creating a package representation in the store, but subsequent uploads only add the package to a new sequence.

There has been a design change though. The store should always respect what
is provided by the snap and not allow changes from the store UI. If the
snap does not provide an icon, a default store provided one would be used
(Martin and myself are waiting on design for such icon), but that doesn't
prevent starting work on the former.

What I want to address this issue is when the package is installed with sideload (locally installed).

But if this is the design that webdm always fetch icon from store, I'm fine with it.
