Translations for "changelog" need to make it clear that the expected text should be in english

Bug Description
When upload a new package to the store, there's a text box that when in Spanish displays:
Registro de cambios
whereas in English it would be:
Changelog
The system however expects the inputted text to be in English but the translation makes no mention of this (or that translations for the changelog can be done afterwards).
Ideally the "TRANSLATORS" string would make mention of this.
