Bug Description
SCA currently supports translation of Departments and Highlights, and will deliver translations to CPI where they are available. However, the translations are currently performed using Launchpad Translations, and there is no way to get them from Launchpad into SCA without an administrator manually entering each translated string.
With (currently) 24 Departments and 8 Highlights, plus a request for a Highlight for each Department, manually uploading translations for 70 supported languages isn't scalable.

I've added catalan, galician and basque languages to the departments db that's used for the apps that are preinstalled on the device. And it all works beautifully, until the user visits the store, and the scope gets the updated department info...
At that point the preinstalled db gets overwritten with the strings that the server returns, which are still english :-(
So, +1 to this bug being fixed!
