Bug Description
Emails sent about a given software submission do not thread. Instead of getting a single conversation containing all messages in the submission process, you get a separate conversation for each message. This can be fixed by setting the In-Reply-To and/or References headers of the emails.

On closer examination, the Refereces header is set, but set incorrectly. The most recent email I received had
References: <email address hidden>
but the previous email had
Message-ID: <email address hidden>
