Bug Description
Currently all the user-media uploaded to myapps is stored and served (by apache) from the local filesystem, with an ftp service ensuring that what's uploaded to one gets to other front-ends (*cough*).
We're replacing that with a swift storage for everything except the non-click packages, as they are not always public (private non-click packages are uploaded to an authenticated area).
Going forward, it seems that the best way to deal with the non-click packages would be to re-use the click-updown service so that we get the download acls for free, as well as make the two more consistent.
