sca does not update usernames from launchpad after reactivation

Bug Description

If a user deactivates a launchpad account, a suffix is added to the username ("-deactivatedaccount").
If the user reactivates it through sca, the suffix is removed and username in Launchpad is updated, but the username in developers.ubuntu.com remains untouched (and still has the suffix).
I guess this is why there are users which username in sca has severa "-deactivavtedaccount" appended to the original username (for example, check this query in the sca admin: https://software-center.ubuntu.com/admin/devportal/developerprofile/?q=deactivatedaccount)

Also, Launchpad has other cases where people can get multiple suffixes. It adds the suffix on deactivation, but doesn't always remove it on reactivation (and it reactivates automatically sometimes when the user checks to see if the deactivation worked). So, we get accounts with like five extra suffixes when someone tries several times in a row to close their account and eventually gives up.

Regardless, SCA doesn't really sync the account names with LP very thoroughly. SCA tends to break whenever a user changes their LP name.
