building on armhf fails because of phantomjs

Bug Description

I'm trying to build snapweb in armhf using a raspberry pi 2 with ubuntu mate 16.04.1.

It fails with the following message:

> phantomjs@1.9.20 install /home/elopio/snapweb/parts/assets/build/node_modules/karma-phantomjs-launcher/node_modules/phantomjs
> node install.js

Considering PhantomJS found at /usr/bin/phantomjs
