Bug Description

May 13 02:20:25 cloudtest snapd[780]: stateengine.go:150: state ensure error: persistent network error: Get https://api.snapcraft.io/api/v1/snaps/sections: dial tcp 91.189.92.19:443: connect: network is unreachable
May 13 02:20:25 cloudtest systemd[1]: Finished Wait until snapd is fully seeded.

This is causing an extra 20 second delay when deploying an Ubuntu 20.04 cloud image in an IPv6-only network.

I have worked around the issue for now in user-data:
