review-tools email malforms comment left on snap revision upload

After uploading a snap that failed automatic review to a brand store, I left a comment on the review with just "doesn't work" and rejected the revision as a marker to myself about the snap revision being the wrong one.

I then received an email notification from the Snap Store with this comment but with the content of:

Version THE-VERSION (6) upload for THE-SNAP to the Snap Store has been rejected.

The reviewer provided the following feedback:

doesn't work

Note the "'" instead of the " ' " in the original comment. Seems like a URL encoding problem somewhere
