please add mirror website for Chinese users

Bug Description

In China, due to network reasons, we were unable to quickly install applications in the snap store, and sometimes failed to install.

So I hope that snapcraft can add a mirror server so that we can solve the above problem.

If the official thinks that it is more convenient to cooperate with some mirror stations, you can contact Tuna (mirrors.tuna.tsinghua.edu.cn) and USTC (mirrors.ustc.edu.cn). I believe they should be able to provide cooperation.

This seems necessary to allow local mirrors in companies that are not connected directly to the Internet.

I did some google about how to create an snap mirror, but no further information is provided. At Beijing, Tsinghua Univ., I got 40-100kB/s download speed, which is too slow. If anyone knows how to establish an snap mirror site, please reply or just
create a new issue at https://github.com/tuna/issues/issues/new for a snap mirror (Tuna, as mentioned above). They normally reply in 24 hours.

Please note, this problem also has on other countries and refer above mentioned feature request.
just mirrors are perfect solution for address this issue, we everyone know it since very long time.
