“Terms of service” and “Report a bug” coloured differently

Bug Description
In the dashboard.
However, “Terms of Service” is blue all the time. “Report a bug on this site” is black, exactly the same as non-link text, unless you hover over it.
There doesn’t seem to be a reason for this inconsistency.
