Trying to release a package waiting for manual review fails with a message not useful

I have a package that is classic, and is waiting for the manual review. I tried to release it to edge using dashboard.snapcraft.io and it failed saying:

Package is not ready to be published.

Select the channels to release current revision.

I guess the error is because it needs to be reviewed manually, but it doesn't say anything useful really. It doesn't explain why it's not ready, and it prompts me to do the same thing that just failed.

The old dashboard.snapcraft.io release UI has been replaced with a whole new one on snapcraft.io.
