"Reindex", "Remove from index" and "Unpublish" buttons should not be availabe for store reviewers (only for super users)

The buttons listed in the summary should be available to a small set of super users (or global reviewers as we used to call them) to avoid store reviewers to use it without being super sure what it means or does.

Tony, would you be OK if the application logging.info()'ed usage of the reindex controls (in which case the logs can be accessed via our Kibana, but I'm unsure who other than OLS has access to that) or did you have something else in mind?
