Bug Description

`account_id` will be created on demand for all existing Store workflows, not only snap uploads.

As mentioned in https://forum.snapcraft.io/t/misleading-help-text-on-account-page/404 the current instructions confuse users enabling their accounts for QA-only (validations) or Model-management workflows.
