SSP rabbitmq-server fails to start - epmd not running

Bug Description
While installing SnapStoreProxy on the target airgapped host, I came across the issue that rabbitmq-server fails to start, which in return blocks packagereview and the corresponding worker to also fail startup.
The logs for the rabbitmq-server only included the following indicator:
"epmd failed to bind socket"
On further investigation in comparison with an almost identical system, I noticed that epmd wasn't even running.
There was no log regarding a failed start of epmd or anything else, it just was not there. (Or I was looking at the wrong location.)
Running epmd from the snap manually is a temporary solution, allowing rabbitmq-server and the packagereview service to start.
I did not figure out why epmd has not been started, as its being started as a deamon without logs.
The only hint in the logs is the above mentioned log message.
The system where epmd was not started is a basic ubuntu 20.04 desktop system. It is an airgapped vm.
The testsystem i tried with was xubuntu 22.04 desktop also an airgapped vm.
The installation on the testsystem did run epmd -d automatically, while the actual target host did not.
It may be a local phenomenon, but i was unable to figure out the source of the issue.

The current latest/stable version of snap-store-proxy is 2.26 (released to latest/stable on 2023-05-19). Since version 2.25 rabbitmq-server is not included nor used by the snap. We recommend to use the latest version.
