Changing metrics on snap listing data disables update_metadata_on_release

There are certain fields which should not disable the update_metadata_on_release flag. This has been fixed for most of these fields in this issue (https://bugs.launchpad.net/snapstore-server/+bug/1996904) and this PR on the frontend (https://github.com/canonical/snapcraft.io/pull/4220).

Now, however, sending public_metrics_blacklist and/or public_metrics_enabled flags still disable the update_metadata_on_release flag.
