Transfer ownership of snap

Bug Description

It would be handy to be able to transfer the ownership of a snap to somebody else. In my mind this can be done through the collaborator UI

1. Invite new Admin to snap
2. Relinquish ownership
3. Define new Admin as owner
4. Remove oneself from snap

### Here's some use cases
- I am not going to be part of this team anymore
- I am not going to be part of this company anymore
- I set this up for the main developer/publisher/packager
- I did this on my personal account, how can I hand it over to the upstream team?
- I'm on the snapcrafters and I set this up for an ISV

We have discussed setting up self-service transfers, it simply hasn't made to the top of the priority heap yet.
