Bug Description
We'd like to invite a developer to register a snap in the store and then collaborate on the snap with them. They don't have time to build & upload a snap and we want to help. Unfortunately it's impossible to visit /snaps/
Steps to reproduce
Invite developer to register in the store
Ask developer to collaborate with us
Expected outcome
Developer can specify our email addresses so we might upload on their behalf
Actual outcome
Developer gets a 404 when visiting the collaborate page
