CUD URLs for upload should point to snapcraft.io

Bug Description

Current download URLs point to proper api.snapcraft.io because snapdevicegw is in between, but uploads URLs are still pointing to upload.apps.ubuntu.com.

We probably need a snapstore bug (this) or spec to provider a migration for CUD urls.

Do we care that the api.snapcraft.io URLs redirect to a combination of public.apps.ubuntu.com and an Internap CDN URL, or is this purely about upload paths that are hardcoded in clients?

api.snapcraft.io and Fastly are only used for downloads. Uploads still use upload.apps.ubuntu.com.
