ubuntu-snappy.snapd does not automatically start

Bug Description
On a fresh Xenial install snapd does not automatically start (even after a reboot or two).
Issuing the command:
sudo systemctl start ubuntu-snappy.snapd
was enough to get it running and now "snap find hello" returns results.
