Bug Description

Ubuntu Core uses a symlink for `/etc/localtime` to `/etc/writable/localtime`. But systemd's timesyncd does not like that. For Ubuntu Core it has been patched, but fix is fragile. Since having a read-only `/etc` is not uncommon in embedded, there should be value in finding a proper solution which could be accepted upstream so we do not need to maintain patches for it.
