Installed snap icons missing if using pixmap

Bug Description

When installing a snap which runs an app using a pixmap based icon (e.g. the Slack snap), the windows of that app will show up with a generic window icon.

Manually copying `/snap/slack/current/usr/share/pixmap/*` to `/usr/share/pixmap` will cause the icon to show correctly when Slack is restarted.

I am running Kubuntu 18.10.

I believe that pixmap icons are not supported by snapd. I've added a snapcraft task to ensure that this is caught at snap build and validation time.
