syslog error msgs when running 'snap list' on disabled daemon snap

Bug Description

Nothing is broken, this just makes a small mess in the snapd syslog. Maybe it's avoidable?

Similar thing also happens with microk8s. You get the "error" message for every daemon in the snap.
