system-user assertion should allow change-pw to be set

Bug Description

The system-user assertion should support a flag which instructs snapd to set the expire flag on the new user's password, forcing the system to require a password change on next login. After creating the local user account, snapd just needs to run: 'sudo passwd -e <system-user>'.

Updated status to FixCommitted as the PR mentioned in comment #1 has been merged.

We've also verified that it works as expected in one our recent image builds.

This was tested & confirmed using snapd r1534, as such, changing the Status to FixReleased.
