core:network-bind plug is not connected after ubuntu-core -> core transition

Given ubuntu-core is installed on a classic system, if you install a snap declaring a plug on network-bind before the transition happens, when the transition finishes the core:network-bind plug is not connected.

This [1] is the sequence of actions on a 16.04.2 system to reproduce the problem, with the commands and the related outputs, and this [2] is an automated spread test that reproduces the issue.
